Appropriations & NDAA Requests

 

Programmatic Appropriations & Community Project Funding (CPF) Requests 

I appreciate your interest in submitting an appropriations request to my office. Each year, Congress diligently works on passing 12 bills that allocate funds to various essential aspects of our nation's government. In order to ensure that I am effectively representing the interests of the Fourth District, I have set up a site to solicit requests for programmatic appropriations. Your active participation in this process contributes significantly to shaping the priorities and initiatives that benefit our district.

Furthermore, beginning in Fiscal Year 2022, Congressional leadership announced that it would allow Members to submit funding requests that specifically meet the needs of their districts. A series of reforms also accompanied this process to promote transparency and accountability. To that end, Members can submit 15 Community Project Funding Requests to the Appropriations Committee.  

Please note that programmatic requests are different from Community Project Funding requests and, therefore, require a different form and review process. Additionally, please be aware that for-profit entities are not permitted to apply for Community Project Funding. An example of a programmatic is one that seeks funding for a federal office, program, or agency at a specified level. For example, a request of $8,000,000 for the Chesapeake Bay Program within the Environmental Protection Agency. Whereas a Community Project Funding request would be to support funding to a Virginia institution of higher education to study the impact of sea level rise in the Chesapeake Bay and its impact on the estuary’s ecosystem.

The House Appropriations Committee has not released its official guidance for FY25, as the FY24 budget has not yet been finalized. Please use the office’s FY24 guidance packet when considering FY25 CPF requests. However, please be aware that the FY24 guidance may not completely align with the FY25 guidance when it is released. The previous year’s guidance is only to help potential applicants understand the types of projects that have been eligible for funding in the past. The deadline to submit programmatic and Community Project Funding requests is March 26, 2024.  This deadline is subject to change as my office receives updated guidance from the House Appropriations Committee.

National Defense Authorization Act (NDAA) Requests

As a member of the House Armed Services Committee, I am pleased to announce that my office is accepting requests for this year’s National Defense Authorization Act (NDAA). The legislation authorizes funding for the United States military and supports America’s servicemembers. As per the rules established by the House Armed Services Committee,  we cannot consider requests that would direct Community Project Funding to any for-profit entities. The deadline to submit NDAA requests to my office is February 22, 2024.
