Project Name: Charles City County Sewer Collection System Modernization Project
Project Description: The project will upgrade wastewater treatment plants and pumping stations with state-of-the-art equipment and technologies to improve treatment efficiency and capacity. By upgrading wastewater treatment facilities and expanding the collection system, the project significantly reduces the risk of waterborne diseases and contaminants in local water bodies.

Project Name: City of Colonial Heights Waterline Replacement Project
Project Description: This project will allow for the replacement of aging infrastructure by addressing 2-inch galvanized steel waterlines throughout the City. The wastewater infrastructure is well past due for upgrades throughout the city. This project will address and renew the city’s water distribution infrastructure, which directly affects thousands of residents. This work will also help prevent future water breaks that could potentially contaminate the water supply.

Project Name: City of Emporia Drinking Water Infrastructure Improvements
Project Description: The City of Emporia is requesting funds to make improvements to the West End Boulevard water line, dating back to the early 1920s. This line remains one of the city's older cast iron lines yet to be replaced. This project would replace 2,950 linear ft. of 8" and 250 linear ft. of 6" cast iron water lines. Both the two water lines in question, the Wiggins Roadand Walnut Circle lines, have asbestos from the early 1960s.

Project Name: Hopewell Heretick Avenue Stormwater Project
Project Description: The funding for this project will be used for the rehabilitation of an existing stormwater management infrastructure, including a stormwater collector pipe and outfall. The degradation of the existing metal pipe and conflicts with sanitary lines and laterals have created sinkholes that draw adjacent sediment into the pipes, which are discharged into the downstream channel. Further, the lack of adequate erosion controls at the pipe outfall has created a scour hole that draws sediment into the downstream channel.

Project Name: City of Petersburg Poor Creek Rehabilitation
Project Description: This project will develop and implement an accelerated assessment and rehabilitation program of 8- to 15-inch diameter wastewater pipes and manholes in the Poor Creek area of the City of Petersburg. Through this program, over 90,000 linear feet of small-diameter sewer pipes and dozens of manholes will be assessed, with over 30% of the assets receiving rehabilitation and repairs.

Project Name: City of Petersburg Water Meter Improvements
Project Description: This project would allow Petersburg to install more accurate and efficient water meters for residents. This project involves implementing cellular modules and needed water meter upgrades to reduce water loss/recovery capacity, improve service reliability, increase operational efficiency, improve compliance with state and national compliance standards, and reduce customer complaints. This project will ensure that the City is saving customers money through early water loss identification and improving water capacity in the City.

Project Name: Stormwater Management within the Shockoe Valley
Project Description: This project will improve stormwater management in the largest watershed in the City of Richmond, the Shockoe Valley. Presently dominated by asphalt parking lots, the valley holds a FEMA-designated 100-year floodplain and floodway. It is also home to the Shockoe Project, a public-private collaboration engaged in the creation of a campus to recognize the impact of slavery on the City and the nation. The project will make needed storm drain and utility upgrades, improvements to curbs and gutters, and replace asphalt with permeable surfaces and landscaping. These improvements will reduce run-off, helping to implement stormwater goals that are established by the City’s Masterplan, are necessary to the implementation of early stages of the Shockoe Project, and will encourage economic development adjacent to the Commonwealth’s Capitol, one of Richmond’s Amtrak stations, and the City’s downtown.

Project Name: Redevelopment of the Obsolete T.B. Smith Community Center
Project Description: This project would rehabilitate an outdated community center in one of the City’s lowest-income neighborhoods into a childcare facility, meeting one of Central Virginia's critical workforce needs and supporting the neighborhood's revitalization. Once completed, the final 10,000 sq. ft. facility will house a state-of-the-art early childhood care and education program to be operated by a community-based provider with a track record of quality programming.

Project Name: Liberty Road Extension Project
Project Description: This project would allow Greensville County to extend Liberty Road, a 0.9-mile dead-end road that has 51 single-family homes and places of worship. At the beginning of Liberty Road, there is a railroad crossing that impedes the flow of traffic whenever the train passes by, stops for repairs, or when the crossing is closed for repairs. These residents cannot get to work, the children cannot get to school, and parents can't get their kids to the church-run daycare. Most concerning, emergency service vehicles cannot access Liberty Road as needed to provide emergency care.

Project Name: White Oak Water System Extensions
Project Description: This project will extend County water within the White Oak Swamp watershed in Eastern Henrico to provide water to homes currently served by individual wells that are threatened by contamination of groundwater by PFAS. Phase 1 White Oak Water Extensions will provide approximately 4.5 miles in this initial project of the overall 35 miles needed to provide public water service to individual homes and remove potentially contaminated private water supply wells from service. This initial project will provide public water service to 143 properties in the county.

Project Name: County of Prince George for Beechwood Manor Asbestos Pipe Replacement
Project Description: This project will provide water system rehabilitation and reliability for a municipally owned and operated community water system. The project will replace approximately 21,000 linear feet of 4" and 6" asbestos cement water lines originally installed around 1975. These mains are approaching their service life, and their condition has been evaluated as poor, with a significant risk of breakage and loss of water service. In all, this project will remove approximately 4 miles of asbestos cement pipe from the public water system that is currently serving customers and contributing to diminished water quality.

Project Name: Surry County Wastewater Improvements Phase 2
Project Description: Surry County is requesting $4,224,426 to create a combined water system that would serve the schools, an industrial park, and areas between the two developments. This project will connect our schools to a public water source and expand the overall capacity of the newly created combined system, equip our school facilities to be able to accommodate additional students and programs, and provide opportunities for rural housing and business developments between our schools and Industrial Park.

Project Name: Lawrenceville Wastewater Treatment Facility Expansion Project
Project Description: This project request would make major upgrades at the Lawrenceville Wastewater Treatment Facility that will eventually allow the Town of Lawrenceville to expand the facility from 1.2 million gallons per day (MGD) to 2.2 MGD of the Lawrenceville wastewater treatment capacity. Specifically, in Phase 1 of the project, Lawrenceville is requesting funds to replace existing critical equipment and components, which were installed in 1997. These critical components are becoming difficult to replace due to market availability. The revised budget will reflect all of the mechanical and electrical controls and components to be upgraded to today's standards.

Project Name: Staples Mill Train Station ADA Improvements
Project Description: The Virginia Passenger Rail Authority (VPRA) is requesting funding for Americans with Disabilities Act (ADA) improvements at Staples Mill Train Station in Richmond, VA. Staples Mill Train Station is the most used train station in the Southeastern United States, serving 424,617 passengers in 2023. This project will enhance the station experience for travelers and ensure that all individuals are able to access train travel in VA.

Project Name: Center for Generative AI and Industrial Cybersecurity
Project Description: Virginia State University is requesting $2.5 million to establish a Center for Generative AI and Industrial Cybersecurity at Virginia State University (VSU), focusing on addressing the multifaceted challenges and ethical concerns posed by generative AI, such as misinformation, copyright issues, bias, and the impact on jobs. Aligned with VSU's mission to provide transformative education and produce leaders for a diverse workforce, the Center aims to enhance the university's research and educational capabilities. The center will lead groundbreaking research efforts aimed at identifying and countering biases within AI systems. It plans to pioneer novel methodologies to cultivate equitable and unbiased AI applications across diverse sectors such as finance, healthcare, government services, and poverty assessment, among others. By tackling bias in AI head-on, the center seeks to unlock AI's transformative power while minimizing its associated risks to both business and society.
