McClellan Votes in Support of Continuing Resolution to Keep the Government Open

Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04) voted in support of H.R. 5860, the Continuing Appropriations Act, 2024 and Other Extensions Act, to temporarily fund the government through November 17th. 

“Despite Speaker McCarthy’s inability to govern and extreme MAGA Republicans’ desire to shut down the government to cut Social Security, slash public school funding, and criminalize abortion, House Democrats fought to fund the federal government and avoid a catastrophic shutdown,” said Congresswoman McClellan. “Today, I was proud to cast my vote for this Continuing Resolution to protect the 170,000 federal workers and 130,000 active-duty servicemembers in Virginia, who would have been furloughed or forced to work without a paycheck in the event of a shutdown.

H.R. 5860 would extend:

  • Fiscal Year 2023 funding levels for federal agencies and programs that would otherwise shut down on October 1st.
  • Department of Defense (DoD) Fiscal Year 2023 funding levels and bar additional funds to pursue new or accelerated production of projects that were not previously funded. 
  • Funding for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to maintain participation. 
  • The Commodity Supplemental Food Program funding to maintain the current caseload.
  • Funding for the Temporary Assistance for Needy Families (TANF) program.
  • FEMA’s National Flood Insurance Program. 
  • Funding for the Section 531 rental assistance program. 
  • The Federal Aviation Administration authorities through December 31st. 
  • The animal drug user fees through Fiscal Year 2028. 
  • Community health centers and pandemic preparedness through November 17th. 
  • The National Flood Insurance Program through November 17th. 

 “While nearly half of the Republican conference voted against this Continuing Resolution and for a government shutdown, House Democrats delivered the necessary votes to bring this legislation over the finish line and protect the American people,” continued Congresswoman McClellan. “The bill extends current Fiscal Year 2023 funding levels through November 17th, reauthorizes the FAA, which was set to expire tonight, and protects the economic recovery and growth made under the Biden-Harris Administration and congressional Democrats. Over the past few months, House Democrats have stood ready to work with our colleagues across the aisle to pass the twelve annual appropriations bills on a bipartisan basis, and we remain ready to do so. I urge Speaker McCarthy to ignore the extreme demands of the Chaos Caucus contingent of his conference, put the interests of the American people over his own party, and work with House Democrats to pass the remaining appropriations bills before November 17th.”
